International Day of Cooperatives

Context:

Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the “Sahkar Se Samriddhi” conference on the occasion of the 102nd International Day of Cooperatives.

About International Day of Cooperatives:

  • Is an annual celebration of the cooperative movement around the world. It has been observed on the first Saturday of July ever since 1923 by the International Cooperative Alliance (ICA).
  • ICA is the apex body representing cooperatives, estimated to number around 3 million worldwide. It provides a global voice and forum for knowledge, expertise, and coordinated action for and about cooperatives.
  • Theme for the 102nd International Cooperative Day is- “Cooperatives Build a Better Future for All.”

Initiatives by Ministry of Cooperation:

  • Strengthening of PACS(Primary Agricultural Credit Societies)through Computerization
  • Formation of new Farmer Producer Organizations (FPOs) by PACS.
  • PACS as Common Service Centers (CSCs) for better access to e-services.
  • World’s Largest Decentralised Grain Storage Plan in Cooperative sector.

Initiatives under  ‘Sahkar se Samriddhi’ conference:

  • Will launch the scheme for 50% assistance on the purchase of nano-fertilisers by the farmers.
  • Shri Shah will also inaugurate the launch of ‘Bharat Organic Atta’ produced by the National Cooperative Organics Limited (NCOL).
  • Will distribute Rupay KCC at zero interest rate to women cooperative members in Banaskantha.
  • Reviewing the transaction done by the milk producers via RuPay KCC at the Micro-ATMs.

The Conference holds significance with respect to the fact that the year 2025 has been declared as the International Year of Cooperatives (IYC2025) by the United Nations General Assembly last month.

Cooperative societies:

According to the International Cooperative Alliance (ICA), cooperative societies are autonomous associations of people united voluntarily to meet their common economic, social, and cultural needs and aspirations through a jointly owned and democratically controlled enterprise.

Successful cooperatives in India:

  • Agri and allied sectors, e.g. IFFCO, AMUL, NAFED
  • Banking sector, e.g. PMC bank

Constitutional Provision:

The 97th Constitutional Amendment Act of 2011 gave constitutional status and protection to co-operative societies. In this context, it made the following three changes in the constitution:

  • It made the right to form co-operative societies a fundamental right under Article 19(1).
  • It included a new Directive Principle of State Policy on the promotion of co-operative societies (Article 43-B2 ).
  • It added a new Part IX-B to the Constitution, entitled “The Co-operative Societies” (Articles 243-ZH to 243-ZT).

SC Interpretation:

  • In July 2021, the Supreme Court struck down parts of the 97th Amendment Act, 2011 because it affected the State Legislatures’ exclusive power over state cooperative societies (Entry 32, List 2) without being ratified by them. However, the Court upheld the provisions related to Multi-State Cooperative Societies (Entry 44, List 1).

Significance of Cooperative Societies :

  • Provide cheap credit and act as an alternative to money lenders.
  • Promote the development of village industries.
  • Promote M. Gandhi’s vision of village cooperatives.

Challenges:

  • Variations among states with respect to laws governing cooperative societies .
  • Accountability of Board members is not fixed.
  • Elections are not held timely.
  • Many Cooperative Societies have failed to be profitable due to insufficient earnings, which prevent them from hiring skilled and experienced members for proper management.

Way Forward:

  • Financial Support: Long-term, interest-free loans should be provided to address the fund crunch.
  • Government control should be minimised to reduce red-tapism.
  • Generation of social capital via a large number of social organisations.
