Annual Survey of Unincorporated Sector Enterprises (ASUSE)

Context:

Ministry of Statistics and Programme Implementation (MoSPI) released key results of ASUSE for 2021-22 and 2022-23. 

 

More on News

  • ASUSE covered rural and urban areas of the whole of India (except the villages in Andaman and Nicobar Islands, which are difficult to access).
  • Sector-wise, it captured unincorporated non-agricultural establishments (UiNAE) belonging to Manufacturing, Trade and Other Services.
  • Ownership-wise, UiNAE in proprietorship, partnership (excluding Limited Liability Partnerships), Self-Help Groups (SHG), co-operatives, etc. were covered.

 

Key Highlights from ASUSE 2021-22 and ASUSE 2022-23 Results

  • Growth of Unincorporated Sector: 
    • The number of establishments  in the sector grew from 5.97 crore in 2021-22 to 6.50 crore in 2022-23, representing  a 5.88% increase .
    • The number of establishments in the other services sector grew annually by 15.12%, indicating a robust sectoral expansion.
    • The number of manufacturing establishments increased by 2.22% reflecting a gradual opening up of the sector after the pandemic period.

 

  • Labour Market and Employment: 
    • The unincorporated non-agricultural sector employed about 11 crore workers in 2022-23, up from 9.8 crore in 2021-22.  
    • This 7.84% annual growth indicates healthy labour market growth and demonstrates the sector’s capacity to generate employment.
    • Maximum annual employment growth during the period was in other services sector (13.42%) followed by manufacturing sector (6.34%).

 

  • Productivity: 
    • GVA per worker (measure of labour productivity of the sector) rose to Rs. 1,41,769 in 2022-23 from Rs. 1,38,207 in 2021-22. 
    • During the same period, the Gross Value of Output (GVO) per establishment increased from Rs. 3,98,304 to Rs. 4,63,389.
    • This indicates increased productivity and efficient use of resources including labour, critical for sustained economic growth and competitiveness.

 

Impact of COVID-19 Pandemic on the first full-fledged survey of ASUSE (ASUSE 2021-22):

  • ASUSE 2021-22 was severely impacted by the second wave of pandemic, particularly April – June 2021, hampering survey to a great extent.
  • This resulted in lower reporting and affected the overall annual estimates for 2021-22.
  • However, the situation improved gradually from July 2021 onwards, and the sector showed resilience in the face of the pandemic.

 

Objective of the ASUSE Survey: 

  • Data Integration: It captures economic and operational characteristics of UiNAE in manufacturing, trade, and other services (excluding construction).
  • National Accounts: The survey supplements corporate sector data, aiding in the compilation of National Accounts Statistics.
  • Policy and Planning: It supports various ministries and organisations in their planning and policy-making efforts.

DO YOU KNOW?

  • The National Sample Survey Office (NSSO) conducted the first full-fledged ASUSE survey in 2021-22 (April 2021 – March 2022). 
  • Initially planned for 2020-21, the survey was delayed due to the pandemic, and could only be initiated from April, 2021. 
  • Thereafter, the next survey, ASUSE 2022-23, was conducted from October 2022 to September 2023.

 

Unincorporated Sector:

  • It is an integral part of the Indian economy
  • It not only comprises a large number of establishments but also generates a large number of employment
  • It also significantly contributes to the country’s Gross Domestic Product (GDP).
  • This sector broadly includes informal sector enterprises, highlighting the need for comprehensive data for effective planning and policy formulation.

 

  • UiNAE are the Non-agricultural establishments which are not incorporated i.e., neither registered under Companies Act, 1956 nor under Companies Act, 2013. 
  • Other Service Establishment: A service establishment engaged in activities for the benefit of consumers, which can be individuals or institutions. 
    • These activities typically result in changes in the condition of consumers when released on demand.
