Civil Enclaves Projects
Context:
The Cabinet Committee on Economic Affairs (CCEA) has approved the development of new civil enclaves at Bagdogra and Bihta airports in Bihar.
Key Features of the Project:
- The terminal will be a Green Building, incorporating renewable energy sources and maximising natural light, in line with our commitment to sustainability.

- Enhance the capacity and efficiency of Bagdogra and Bihta airports.
- Are integral to our broader strategy of improving regional connectivity and meeting the increasing demand for air travel across India.
About Civil Enclaves:
Civil enclaves are airports operated by the Airports Authority of India (AAI) that are part of Indian Air Force or Navy airfields. These facilities serve both military and civilian air traffic. Here are some key points about civil enclaves in India:
- Purpose: Civil enclaves allow for civilian air operations at military airfields, optimising the use of existing infrastructure and reducing the need for separate civilian airports.
- Operation: While the military controls the airfield and runway, the AAI manages the civilian terminal and related facilities.
- AAI oversees 23 civil enclaves located at various defence airfields in India.
- Examples: Some notable civil enclaves in India include:
- Goa International Airport (at INS Hansa)
- Pune Airport (at Indian Air Force Station Lohegaon)
- Srinagar International Airport (at Air Force Station Srinagar)
- Agra Airport (at Agra Air Force Station)
Benefits:
- Cost-effective utilisation of existing infrastructure
- Improved air connectivity to regions where separate civilian airports may not be feasible

- Future plans: The government is considering developing more civil enclaves to improve regional connectivity under schemes like UDAN (Ude Desh ka Aam Nagrik).
- Airports Authority of India is earmarked to undertake a capital expenditure of Rs. 25,000 crore for the period between 2019-20 to 2024-25,which includes development of such civil enclaves across the country.
