Context:

The Indian delegation to the 112th International Labour Conference (ILC) at Geneva, Switzerland  showcased the e-Shram portal and its present integrations and achievements.

 

About e-Shram:

  • The Ministry of Labour & Employment launched e-Shram portal on 26th August 2021 for creation of a comprehensive National Database of Unorganised Workers, authenticated with Aadhaar
  • Workers will have a Universal Account Number (12 digit unique number on eSHRAM Card) that will be acceptable across the country for obtaining social security benefits.
  • As on today, over 29.67 crore unorganised workers(out of 38 crore )have registered on the portal.

 Objectives  of scheme :

  • “One-Stop-Solution” for Unorganised Workers of the country. It aims to facilitate access to various social security schemes  such as Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) .
  • Workers registered at the e-Shram portal on meeting with an accident,  will be eligible for Rs 2 lakh on death or permanent disability and Rs 1 lakh on partial disability.
  • The social compositions of these workers include OBCs ,SC & ST with almost 90% participation indicating social inclusion. Also around 50.02 per cent beneficiaries are female and 49.98 per cent are male indicating gender equality.
  • Sharing of information in respect of registered unorganised workers with various stakeholders such as Ministries/ Departments/ Boards/ Agencies/ Organisations of the Central & State Governments through APIs for delivery of various social security and welfare schemes being administered by them.

Unorganised Worker

  • Unorganised worker means a home-based worker, self-employed worker, or a wage worker in the unorganised sector and it also includes a worker in the organised sector who is not a member of ESIC/ EPFO/ Government Employee. 
  • Occupations included in the unorganised sector are construction, apparel manufacturing, fishing, gig and platform work, etc.
