Mission Vatsalya

Context:

The Ministry of Women & Child Development has consolidated all schemes aimed at improving the welfare of children into three schemes  for better implementation and efficient monitoring.

 

More in News:

The three schemes clubbed by the Ministry  are:

  • Saksham Anganwadi Poshan 2.0 for improving nutrition and health indicators in the country
  • Mission Shakti for safety, protection and empowerment of women and 
  • Mission Vatsalya for protection, care and welfare of children in difficult circumstances.

 

About Mission Vatsalya:

  • Mission Vatsalya scheme is a Centrally Sponsored Scheme (CSS) which is implemented through States/Union Territories (UTs).
  • The fund-sharing pattern is in the ratio of 60:40 and 90:10(Hilly states).
  • The aim is to deliver services for Children in Need of Care and Protection (CNCP) and Children in Conflict with the Law (CCL), which includes two components, namely. Institutional Care: Under the scheme Institutional Care is provided through Child Care Institutes (CCIs), as a rehabilitative measure. 
  • The programmes and activities in Homes include, inter alia, age-appropriate education, access to vocational training, recreation, health care, counselling, etc.
  • Non-institutional care: The Non-Institutional Care component extends support for Adoption, Foster Care, Aftercare, and SponsorshipAfter-care services are provided for children after the age of 18 to help sustain them during the transition from institutional to independent life.
  • The Juvenile Justice (Care and Protection of Children) Act, 2015 provides the foundational framework for the implementation of the Mission.
  • JJ ACT is the primary law for the care and protection of children in the country.

 

Juvenile Justice (Care and Protection of Children) Act, 2015:

  • Makes it mandatory to establish at least one Juvenile Justice Board (JJB) in each district as the authority to dispose of matters related to Children in conflict with law.
  • Makes it mandatory to establish at least one Child Welfare Committee (CWC) in each district as the authority to dispose of cases for the care, protection, treatment, development and rehabilitation of children in need of care & protection and to provide for their basic needs and protection of human rights. 
  • Mission Vatsalya shall provide infrastructure and financial support to the States/UTs for facilitating setting up of JJB and CWC in every district and to ensure their effective functioning.
