 Nandini Sahakar Scheme by NCDC

Context:

The Nandini Sahakar Scheme by the National Cooperative Development Corporation (NCDC) is designed to assist women cooperatives in financial assistance, project formulation, hand-holding, and capacity development for business model-based activities under NCDC’s purview.

 

Overview of the Scheme:

  • Nandini Sahakar NCDC is a women-focused framework under the Ministry of Cooperation that provides financial assistance, project formulation, hand-holding, and capacity development to assist women cooperatives.
  • It assists any business plan based activity or service mandated to NCDC, except urban housing.
  • It offers support in business planning, capacity building, credit, subsidies, and interest subvention from various schemes.
  • Objective: Align with Atmanirbhar Bharat goals, enhancing the socio-economic status of women and supporting their entrepreneurial dynamism.
  • Implementation Horizon: Initially from FY 2021-22 to 2025-26.
  • There is no minimum or maximum limit on the financial assistance provided to projects by women cooperatives.

 

Eligibility of Women Cooperatives:

  • Registered as women cooperatives under any State/Central Act, or have at least 50% women as primary members.
  • Cooperatives in operation for a minimum of three months are eligible.

 

Project Cost:

  • For women cooperative societies that have been successfully operating for a minimum of three years, there are no minimum or maximum limits on project costs for viable proposals.

 

Loan Period:

  • Ranges from 5-8 years.

 

Interest Rates:

  • Interest subvention of 2% for new and innovative activities and 1% for other activities.
  • As of the latest update, no proposals have been received from women cooperatives in Bihar under the Scheme. Cumulatively, as of March 2024, NCDC has disbursed Rs. 6426.36 crore for the development of cooperative societies exclusively promoted by women across the country.

 

About NCDC:

  • NCDC is an apex level statutory autonomous institution established by the Government of India under an Act of Parliament in 1963.
  • It operates based on cooperative principles and is under the administrative control of the Ministry of Cooperation, Government of India.
  • Operates at various levels: Primary, District, Apex/Multi-state, and national.
  • It functions on open market principles and does not receive budgetary support from the Government.

Key Highlights from Budget and Economic Survey:

  • Allocation for Women and Girls: The budget has allocated over ₹3 lakh crore for schemes benefiting women and girls, demonstrating a strong commitment to enhancing women’s roles in economic development.
  • India is moving from women’s development to women-led development.
  • Entrepreneurship: Female participation in entrepreneurship is notable, with around 68% of loans under PM Mudra Yojana sanctioned to women, and 77.7% of beneficiaries under Stand-Up India being women as of May 2024.
  • Women-Owned Businesses: Estimates by Bain and Co. (2020) suggest that India has about 13.5-15.7 million women-owned businesses, comprising 17-20% of all enterprises. With increased support, this could grow to 31.5 million businesses (one-third of all enterprises) by 2030.
