NITI Aayog’s ‘Sampoornata Abhiyan’

Context: NITI Aayog to introduce ‘Sampoornata Abhiyan’, a three-month campaign scheduled to run from July 4th to September 30th, 2024.

 

Sampoornata Abhiyan

Aim: Achieve saturation in 6 key indicators in Aspirational Blocks and Districts.

  • Key Performance Indicators (KPIs) – Aspirational Blocks
    • Timely registration of pregnant women for Antenatal Care (ANC), screening rates for Diabetes and Hypertension. 
    • Regular receipt of Supplementary Nutrition by pregnant women through Integrated Child Development Scheme(ICDS)
    • Achievement of Soil Health Card targets, Revolving Fund distribution to Self Help Groups (SHGs)
    • Ensuring secondary schools have functional electricity and timely textbook provision.
  • Key Performance Indicators (KPIs) – Aspirational Districts

 

Aspirational Districts: Transforming India, One District at a Time 

  • Aspirational Districts are those districts affected by poor socio-economic indicators across the country. 
  • The improvement in these aspirational districts can lead to an overall improvement in human development.

 

    • Percentage of pregnant women registering for ANC within the first trimester, regular intake of Supplementary Nutrition by pregnant women under the ICDS Programme.
    • Full immunisation coverage for children aged 9-11 months,
    • Distribution of Soil Health Cards.
    • Functional electricity availability in secondary schools, and timely provision of textbooks.
  • Districts and blocks are encouraged to organise a variety of activities under the ‘Sampoornata Abhiyan’ initiative, as outlined by NITI Aayog. 
  • They are also urged to regularly conduct outreach activities to sustain engagement and participation. 
  • To ensure effectiveness and achieve tangible outcomes:
    • Districts and blocks will create a three-month Action Plan focused on achieving full coverage across the six indicators.
    • Monthly progress tracking on indicator saturation will be implemented.
    • Awareness and behaviour change campaigns will be implemented.
    • District officials will conduct concurrent monitoring field visits to oversee and support the initiative.

 

Aspirational Districts Programme

Launched in January 2018 
Aims to quickly and effectively transform 112 districts across the country

Focuses on five themes:

  • Health & Nutrition
  • Education
  • Agriculture & Water Resources
  • Financial Inclusion & Skill Development
  • Infrastructure

 

Aspirational Blocks Programme

Launched in January 2023 

Aims for saturation of essential government services in 500 Blocks (329 Districts) across the country

Focuses on five themes:

  • Health & Nutrition
  • Education
  • Agriculture and Allied Services
  • Basic Infrastructure
  • Social Development
