Proactive and Responsive facilitation by Interactive, Virtuous, and Environmental Single Window Hub (PARIVESH) Portal
Context:
In line with ‘Digital India’ and the principle of ‘Minimum Government and Maximum Governance,’ the government launched the single-window portal “PARIVESH” for Environment, Forest, Wildlife, and Coastal Regulation Zone (CRZ) clearances.
PARIVESH Portal:
- Launch: In 2018.
- It is a single window portal for online submission and monitoring of proposals seeking Environment, Forest, Wildlife and CRZ Clearances.
- It automates entire tracking of proposals from online submission to final clearance. Over 50,000 clearances granted so far through this portal
- Developed by: Ministry of Environment, Forest and Climate Change (MOEFCC) through the National Informatics Centre (NIC).
- It automates the submission and tracking of applications through each stage of processing.
PARIVESH 2.0:
- Building on the success of PARIVESH, its scope expanded with PARIVESH 2.0, a technology-driven platform providing a comprehensive solution for green clearances and compliance monitoring nationwide.
- Key drivers include process transformation, technology upgrades, and domain knowledge intervention.
Streamlining the Clearance Process:
- MoEFCC taken measures to remove redundancy and streamline the clearance process without compromising environmental safeguards
- Average time taken for grant of Environment Clearance at central level reduced to double digits in 2023-24 against the stipulated 105 days.
- Average time taken for ‘in-principle’ Forest Clearance approval has been reduced to 150 days in 2023-24
New Functionalities in PARIVESH:
- The scope of PARIVESH expanded to enhance user experience and ensure due diligence of environmental safeguards.
- New functionalities include GIS-based Decision Support System, advanced Data Analytics, Know Your Approval (KYA) module, and Compliance Management module
- KYA module provides tentative list of required clearances and supports project planning
- Decision Support System provides spatial-based tools for project exploration and decision making by expert committees
- Common Application Form (CAF) minimises repetitive efforts while ensuring single version of truth across clearances
Ensuring Environmental Safeguards:
- Proposals for Environment Clearance are considered based on Environmental Impact Assessment (EIA)/ Environmental Management Plan (EMP) examined by duly constituted Expert Appraisal Committees.
- Final approval is given after incorporating general and specific conditions to ensure compliance with environmental standards and safeguards.
