ULLAS – New India Literacy Programme (NILP)
Context:
Ladakh has attained a 97% literacy rate through the implementation of the ULLAS – Nav Bharat Saaksharta Karyakram scheme, establishing itself as a fully “functionally literate” administrative unit.
About ULLAS Programme:
- It is a centrally sponsored scheme on Education for All, (erstwhile known as Adult Education).
- Under the Ministry of Education, Department of School Education and Literacy.
- The ULLAS – Nav Bharat Saaksharta Karyakram, also known as the New India Literacy Programme (NILP), running from 2022 to 2027.
- Alignment with NEP 2020: The programme aligns with the National Education Policy (NEP) 2020,
- aiming to empower adults aged 15 and above who missed formal schooling, helping them integrate into society and contribute to national development.
- The scheme is to be implemented through volunteerism.
- The learners will be encouraged to access the content in local languages in online mode through DIKSHA platform in NCERT.
- Government/Aided schools registered under UDISE are the units of implementation of the scheme which are run by the State/UT Governments.
- Key Components:
- Foundational Literacy and Numeracy: Basic skills in reading, writing, and mathematics.
- Critical Life Skills: Essential skills for day-to-day functioning.
- Basic Education: Foundational education for those without formal schooling.
- Vocational Skills: Training in various trades to enhance employability.
- Continuing Education: Ongoing education to maintain and update skills and knowledge.
