US-India Strategic Clean Energy Partnership

Context:

The Strategic Clean Energy Partnership (SCEP) Ministerial was convened by U.S. Energy Secretary Jennifer Granholm and Indian Minister of Petroleum and Natural Gas Hardeep Singh Puri in Washington DC.

 

Key outcomes of the Ministerial Meeting:

  • The ministers welcomed the formal launch of the Renewable Energy Technology Action Platform (RETAP) in August 2023, aimed at developing actionable roadmaps for hydrogen, long duration energy storage, offshore wind, and geothermal.
  • Hydrogen Collaboration: Launch of India’s National Centre for Hydrogen Safety and partnerships for clean hydrogen R&D, cost reduction, and hydrogen hub development.
  • Energy Storage: Focus on large-scale grid integration, long-duration storage, and alternative chemistries for energy storage solutions; supported renewable energy battery energy storage system (BESS) in Assam and Haryana.
  • Power Distribution Modernization: USA Supported India’s smart metering and welcomed collaboration on cybersecurity and power market reforms.
  • Railways Net Zero Goal: Supported Indian Railways’ efforts to achieve net zero emissions by 2030 and enhance energy efficiency across railway facilities.
  • Sustainable Aviation Fuel (SAF): There will be new collaboration on SAF through workshops, training, and commercial partnerships, with joint reports on SAF and biofuels.
  • Energy Efficiency & Electrification: Collaboration on super-efficient appliances, electrification of medium- and heavy-duty vehicles, and deployment of 10,000 e-buses in India under PM eBus Sewa.
  • Carbon Capture & Methane Abatement: Progress on carbon capture, utilisation, and storage (CCUS), methane reduction in oil & gas, and capacity building in energy modelling.
  • Smart Grid & Energy Storage: Concluded U.S.-India Collaborative for Smart Distribution Systems with Storage (UI-ASSIST) program under PACE-R for advanced grid and energy storage R&D.

  • During the April 2021 Leaders Climate Summit, President Biden and Prime Minister Modi announced a new high-level US-India Climate and Clean Energy Agenda 2030 Partnership to accelerate progress toward shared climate and clean energy goals. 
  • The Agenda 2030 Partnership includes two tracks of engagement
  • The Strategic Clean Energy Partnership (SCEP), and 
  • The Climate Action and Finance Mobilisation Dialogue. 
  • Focused on energy security and innovation. The revitalised SCEP will continue to advance energy security and innovation with greater emphasis on electrification and decarbonisation of processes and end uses; scaling up emerging clean energy technologies, finding solutions for hard-to-decarbonize sectors, and deploying technical solutions. 
  • Engagement with the private sector and other stakeholders remains a priority to facilitate rapid technology deployment and create economic opportunities for both countries.
