Context: In a strategic move to enhance the effectiveness of welfare initiatives for mining-affected communities, the Ministry of Mines is planning to establish a Programme Management Unit (PMU).

- This unit will play a key role in facilitating development efforts and ensuring seamless coordination with state governments for the efficient execution of the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY).
About PMKKKY
- Launched in 2015, PMKKKY aims to promote the welfare and development of people and areas impacted by mining activities.
- The scheme is funded through District Mineral Foundations (DMFs), which collect contributions from mining companies operating in the respective regions.
- To strengthen the integration of PMKKKY with local governance mechanisms, the Centre has directed all state governments to formally incorporate PMKKKY into the rules governing their DMF operations.
- According to a recent update on the Ministry of Mines’ official website, several initiatives are being rolled out to improve the efficiency and reach of both DMFs and the PMKKKY scheme.
- In 2023, the government issued revised PMKKKY guidelines to broaden the scheme’s impact and ensure sustainable and inclusive development in mining-affected regions.
- The updated framework emphasises a more structured and outcomes-driven approach to fund utilisation and project execution.
District Mineral Foundations (DMFs)
These are non-profit statutory bodies established in mining-affected districts across India under the Mines and Minerals (Development and Regulation) (MMDR) Amendment Act, 2015. Their primary objective is to work for the interest and benefit of persons and areas affected by mining-related operations. DMFs are funded through contributions from holders of major and minor mineral concessions in the district. The operation and governance of DMFs fall under the jurisdiction of the respective state governments, which prescribe the composition and functions of each DMF.
