India and WIPO Forge New Path in Innovation
Context:
Union Minister for Education presided over signing of Letter of Intent between Atal Innovation Mission (AIM) & World Intellectual Property Organisation (WIPO).
The event emphasised the role of an innovation-based knowledge economy in achieving “Viksit Bharat 2047.”
Scope/Objectives of the Indo-WIPO Joint Program
- Global South Outreach: Implementing AIM’s key programs like Atal Tinkering Labs and Atal Innovation Centres (ATL & AIC) in countries of the Global South, tailored to specific national needs.
- IPR Education: Enhancing the understanding of Intellectual Property Rights (IPR) among students, teachers, innovators, and entrepreneurs in India.
- Economic Growth: Emphasising the role of IPR in economic growth and development by catering the educational and training needs of targeted stakeholders.
- Trainer Network: Establishing a network of trainers in innovation, creativity, and Intellectual Property (IP).
- Theories of Innovation: Familiarising beneficiaries with theories of innovation and creativity.
- Both WIPO and AIM-NITI Aayog will collaborate on structuring programs to export India’s Innovation Model (ATL & AIC) to other countries.
- They will design and implement IP training and capacity-building programs tailored to the beneficiaries’ specific needs, based on preliminary assessments.
Atal Innovation Mission (AIM):
- It is a flagship initiative by NITI Aayog, set up in 2016 to promote innovation and entrepreneurship nationwide.
- Objectives:

- Create & promote an ecosystem of innovation and entrepreneurship.
- Engage at school, university, and research institution levels.

- Support MSMEs and industries.
- AIM has two core functions:

- Entrepreneurship Promotion Through Self-Employment and Talent Utilisation (SETU): Innovators would be supported and mentored to become successful entrepreneurs.
- Innovation promotion: To provide a platform where innovative ideas are generated.

- Atal Tinkering Labs (ATL):

- Purpose: To promote a creative and innovative mindset in schools.
- Target Group: Students from Grade VI to Grade XII.
- Children work with tools & equipment (do it yourself kits) to understand the STEM (Science, Technology, Engineering, and Mathematics) concepts.

- Atal Incubator Centers (AICs)

- Purpose: To promote entrepreneurship in universities and industry.
- Objective:
- Foster the successful growth of sustainable startups in every sector/state of the country.
- Promote entrepreneurs and job creators.
- Address both commercial and social entrepreneurship opportunities in India and globally.
