These accusations have not only strained bilateral relations but have also highlighted deeper issues related to Sikh politics in Canada, economic interdependence, and the broader geopolitical dynamics at play. Trudeau’s claim that India was involved in the killing of Nijjar, a vocal supporter of the Khalistan movement, escalated tensions to unprecedented levels​. Domestic Politics in Canada: The Sikh Vote and Political Calculus

In Canada, the Sikh community constitutes around 2.1% of the population (this means that approximately 1 in every 48 Canadians identifies as Sikh), yet they wield significant political influence. During the 2021 elections, 18 Sikh Members of Parliament (MPs) were elected, and Jagmeet Singh, a Sikh leader, heads the New Democratic Party (NDP). This gives the Sikh community considerable political clout, which has made the issue of Khalistan a delicate subject for Canadian leaders​.

By addressing the grievances of some members of the Sikh diaspora, Trudeau may be trying to secure electoral support amid declining popularity​. The country faced a violent insurgency led by Sikh separatists seeking to carve out an independent Khalistan state. The Indian government, under then-Prime Minister Indira Gandhi, fought hard to quell the movement, and the scars of that conflict remain fresh in Indian political memory​.

India has long accused Canada of turning a blind eye to the activities of Khalistani extremists operating on Canadian soil. From Delhi’s perspective, these extremists not only seek to destabilise India but also promote violence against Indian nationals abroad​. The 1985 Kanishka bombing, where Sikh separatists bombed an Air India flight, killing 329 people, remains a painful reminder of the consequences of such extremism​.

India’s expulsion of Canadian diplomats and suspension of visa services following Trudeau’s allegations signalled the depth of its frustration. For India, the diplomatic row is not just about the assassination of Nijjar but about a broader concern for its national security and sovereignty​.

 

International Dimensions and the Role of the U.S.

While the conflict between India and Canada is primarily bilateral, it has wider international ramifications. Both countries are significant players on the global stage, and their strained relationship has drawn attention from other nations, particularly members of the Five Eyes intelligence alliance, which includes the United States, the United Kingdom, Australia, and New Zealand​​.

Interestingly, the U.S. has also dealt with issues related to the Khalistan movement, particularly the case of Gurpatwant Singh Pannun, another proponent of the movement, who has been active in anti-India rhetoric from abroad​. However, unlike Canada, the U.S. has taken a more measured approach, carefully balancing its response to avoid a full-blown diplomatic crisis​.

The U.S. State Department’s decision to investigate the assassination allegations has helped to cool tensions somewhat, highlighting the importance of diplomacy and cautious action when dealing with sensitive national security issues. This approach stands in contrast to the more confrontational stance adopted by Canada​.

 

Economic Implications of the Diplomatic Crisis

Beyond the political and diplomatic fallout, the Indo-Canadian spat has significant economic repercussions. Canada is a major investor in India, with Canadian pension funds holding substantial investments in sectors like infrastructure, real estate, and financial services. The Canada Pension Plan Investment Board (CPPIB) alone has invested billions of dollars in India​. Disruption in diplomatic ties could jeopardise these investments, impacting both countries’ economic growth.

Bilateral trade between India and Canada, while not massive, is nonetheless important. In 2023-24, trade between the two nations amounted to $8.4 billion, with India importing goods such as pulses and fertilizers from Canada​. The standoff has raised concerns about the future of this trade relationship, especially as negotiations for a Free Trade Agreement (FTA) have stalled amid the diplomatic row​.

In addition to trade, the tensions have also cast a shadow over educational exchanges. Canada is a popular destination for Indian students, with around 427,000 Indian students studying in Canadian universities​. The diplomatic dispute threatens to disrupt these people-to-people connections, which have long been a cornerstone of Indo-Canadian relations.

 

Potential Consequences for Canada’s Global Standing

Canada’s decision to accuse India of such a grave act without presenting concrete evidence risks damaging its credibility on the global stage. If the accusations are proven false, it could alienate Canada’s allies and weaken its diplomatic relationships​. Moreover, Trudeau’s willingness to escalate the situation could be viewed as prioritising short-term political gains over long-term diplomatic stability​​.

The diplomatic crisis has already caused significant disruption, but history has shown that even severe tensions can be overcome through mature diplomacy and mutual recognition of each other’s concerns​.

A potential path forward could involve open diplomatic channels, where both countries work toward addressing India’s concerns about Khalistani extremism while allowing Canada to maintain its commitment to free speech and expression. Transparency, dialogue, and a focus on shared economic and geopolitical interests could pave the way for a resolution to the conflict.
