CAQM has revised the GRAP to address air pollution in the NCR.
Context:
- The Commission for Air Quality Management (CAQM) has revised the Graded Response Action Plan (Grap) to address air pollution in the National Capital Region (NCR).
- These changes are set to be implemented before the winter season when pollution levels typically worsen in the region.
Revised GRAP:
- Stricter Vehicular Emissions: The revised Grap emphasises tighter controls on vehicular emissions, especially targeting buses and commercial vehicles.
- New Restrictions: Stage 3 Measures: If the Air Quality Index (AQI) exceeds 400 (considered “severe”), restrictions will include:
- Goods Vehicles: Banning medium and light goods vehicles with BS-3 emission standards or lower, except those carrying essential goods.
- Interstate Buses: Barring interstate buses from NCR states with BS-3 emission standards or lower, with exceptions for buses operating under All India Tourist Permits.
- Previous vs. New Rules: Previously, restrictions on interstate buses were not part of Grap, and the other two restrictions were only applied at Stage 4.
- Dynamic Response Model:
- Measures under stages 2, 3, and 4 can be implemented in advance if AQI is projected to reach those levels and persist for at least three days.
- Stringent Diesel Generator (DG) Rules:
- The revised GRAP includes stricter regulations on the use of diesel generators.
- Other Ongoing Restrictions: Restrictions on construction and demolition activities continue from previous years and are applicable during stages 2 and 3.
- Immediate Action: If AQI crosses 200, Stage 1 measures may be implemented immediately, with a decision made by the CAQM sub-committee on GRAP.
